摘要
排污许可管理的发展反映了环境监管和政策的演变,从最初的基本排放限制发展到复杂的监管体系.文章强调了监测技术的重要性,包括实时传感器及其数据分析,以及监管机构之间的协同合作,总结了排污许可管理的问题和挑战,如数据可用性、不合规行为、技术难点和人为因素,并提出了改进排污许可管理的建议,包括完善监测技术、加强监管机制建设和改进政策框架.
Abstract
The development of emission permit management reflects the evolution of environmental regulation and policy,from initial basic emission limits to complex regulatory systems.The paper emphasized the importance of monitoring technologies,including real-time sensors and data analysis,as well as collaboration between regulatory agencies,summarized issues and challenges in the management of emission permits,such as data availability,non-compliance,technical difficulties and human factors,and made recommendations for improving the management of emission permits.This included improving monitoring technologies,strengthening regulatory mechanisms and improving policy frameworks.
