福建省某市排污单位自行监测现状及对策研究

摘要
基于福建省某市排污单位自行监测现状,从 2022 年全市实行排污许可管理的排污单位中,分别根据不同许可类型,不同监测类型,按照不同月份统计自行监测的完成率和公布率.结果表明,全市实行排污许可的排污单位自行监测完成率和公布率达 90%以上,在每季度末月最低、12 月在一年内最低.在不同监测类型上,全市实行排污许可管理的排污单位的自行监测完成率、公布率受手工监测的影响较大;在不同管理类别上,全市实行排污许可管理的排污单位自行监测完成率、公布率受简化管理排污单位的影响较大,进而提出对策建议.
Abstract
Based on the present situation of self-monitoring in a city of Fujian province,according to the different types of permits and monitoring,from the discharge units that implemented discharge permit management in 2022,according to the statistics of self-monitoring completion rate and announcement rate in different months,the results show that the completion rate and announcement rate of self-monitoring by the pollutant discharge units that carry out discharge permits in the whole city are over 90%,at the end month of each quarter is the lowest and December is the lowest in a year.In different types of monitoring,the completion rate and publication rate of self-monitoring of pollutant discharge units under the management of discharge permits are greatly affected by manual monitoring;In the different types of management,the completion rate and publication rate of self-monitoring by the pollutant discharge units under the management of discharge permits are greatly affected by the simplified management of the pollutant discharge units,and then the countermeasures and suggestions are put forward.
