Exploring a New Approach to"Green Island"Management Based on the Pollutant Discharge Permit System
The inclusion of industrial solid waste into the pollutant discharge permit is not only the requirement of the new solid waste law,but also the need to realize the"one-certificate"management of multiple environmental elements.The construction of waste-free cities is an important step in the continuous and in-depth fight against pollution and the comprehensive green and low-carbon transformation.It is also an important driving force for solid waste to be included in pollutant discharge permits.At present,the proportion of volatile organic compounds treated by activated carbon adsorption process in China is more than 50%.According to the forecast,the amount of waste activated carbon produced in China will reach 1.1 million tons by 2025.In order to achieve the goal of no waste city,this paper explored a new model of green island management of activated carbon"administrative license-perceived reuse-digital supervision"based on pollutant discharge permit and industrial digital platform.
