摘要
本文对上海市环境监测社会化服务机构的监管模式进行了分析,并结合日常监管工作讨论了关于地方性法规制定、事前规范引导、信用评价体系、政府监测部门职能转变、人工智能技术应用、委托单位主体责任、市场退出机制和行业互助等方面,以期为生态环境监测社会化服务监管工作提供参考.
Abstract
This paper analyzed the supervision mode of social service agencies for environmental monitoring in Shanghai,and discussed the formulation of local regulations,prior normative guidance,credit evaluation system,function transformation of government monitoring departments,application of artificial intelligence technology,principal responsibility of entrusted units,market exit mechanism and mutual assistance of industries in combination with daily supervision work.In order to provide reference for the ecological environment monitoring social services supervision work.
