基于排污许可制的环境管理现状及对策研究

摘要
排污许可制是继环境影响评价制度、总量控制制度之后的又一项重要环境管理制度,是推进企业环境管理由"一证式"向"排放许可制"转变的关键.党的十八届三中全会以来,我国排污许可制改革的加快推进,使排污许可制在排污许可证核发、自行监测、环境统计等方面均取得了一定的成效,但也面临着一些突出的问题.本文在分析排污许可制实施现状的基础上,总结了排污许可制在实施过程中存在的问题,并提出相应的对策建议.
Abstract
The pollutant discharge permit system is another important environmental management system after the environmental impact assessment system and the total amount control system,and it is the key to promote the transformation of enterprise environmental management from"one certificate"to"emission permit system".Since the third Plenary Session of the 18th CPC Central Committee,the reform of China's pollutant discharge permit system has been accelerated.The pollutant discharge permit system has achieved certain achievements in the issuance of pollutant discharge permit,self-monitoring,environmental statistics and other aspects,but it also faces some prominent problems.On the basis of analyzing the implementation status of the pollutant discharge permit system in China,this paper summarized the problems existing in the implementation process of the emission permit system in China,and put forward the corresponding countermeasures and suggestions.
