摘要
城市噪声污染问题已成为我国现阶段亟待解决的环境污染问题之一.生态环境部发布的《中国噪声污染防治报告》显示,2023 年全国各部门受理的噪声投诉案件 450.3 万件,同比增长 12.3 个百分点,且有上升趋势.本文简要阐述了城市噪声的来源及危害,并对我国声环境整体情况和国外噪声整治经验进行了较为详细的介绍,提出了包括完善相关地方法规及标准、抓好噪声污染源头预防工作、分类开展噪声污染源治理工作、推动部门间噪声污染防治联动、利用科学手段合理规划城市建设、提升执法效能、营造噪声污染共治共管格局 7 项针对城市噪声治理的措施建议.
Abstract
Urban noise pollution has become one of the urgent environmental pollution problems in our country.According to the report on China's Noise Pollution Prevention and Control released by the Ministry of Ecology and Environment,4.503 million noise complaints were accepted by various departments across the country in 2023,an increase of 12.3 percentage points year-on-year,and there is an upward trend.In this paper,the source and harm of urban noise were briefly described,and the overall situation of Chinese acoustic environment and the experience and practice of noise remediation abroad were introduced in detail.The paper put forward seven measures and suggestions for urban noise control,including improving relevant local regulations and standards,doing a good job in preventing noise pollution sources,sorting out noise pollution sources,promoting inter-departmental noise pollution prevention and control linkage,using scientific means to rationally plan urban construction,improving law enforcement efficiency,and creating a pattern of joint governance and management of noise pollution.
