Suggestions on Residential Garbage Classification from the Perspective of Incentives and Constraints
This paper held that the absence of management subject and the lack of incentive constraints were the core difficulties of residential household garbage classification.it was suggested that professional garbage treatment enterprises should be introduced to manage garbage classification,and at the same time,the garbage treatment charging system of charging should be implemented to provide economic incentives.In addition,it was suggested to build an incentive and restraint mechanism for garbage treatment enterprises,including:clarifying the rights and obligations of all parties through the participation of the government,designing scientific performance indicators and guiding garbage classification with subsidies,and planning,encouraging and guiding the construction of terminal processing capacity to promote garbage classification.For the residents,the incentive and restraint measures in the fields of education,system and technology were put forward.
