水源地生态补偿机制是一种促进生态保护和可持续发展的经济手段.本文介绍了水源地生态补偿机制的基本概念和推动作用,重点探讨了该机制的构建和运作过程.在构建环节,讨论了补偿主体的确定、补偿标准的制定和补偿方式的创新;在运作环节,阐述了实施过程、实践案例和成效评估.
Abstract
The ecological compensation mechanism of water source is an economic means to promote ecological protection and sustainable development.This paper introduced the basic concept and promoting function of the ecological compensation mechanism of water source,and focused on the construction and operation process of the mechanism.In the construction section,the determination of compensation subject,the formulation of compensation standard and the innovation of compensation mode were discussed.In operation,the implementation process,practical cases and effectiveness evaluation were expounded.
