The emission permit system is the core system for the environmental management of fixed pollution sources.The reform of emission permit system in China has not been implemented for a long time,and the emission permit system has not been deeply rooted in people's hearts.There are problems such as insufficient authority,low quality of license issuance,failure of implementation report to effectively serve post-certification supervision and inadequate post-certification supervision and enforcement.There is a certain gap with the fixed pollution source discharge permit"one certificate"management goal.Based on the implementation status and existing problems of emission permit system in China,this paper put forward improvement suggestions from the aspects of maintaining authority,improving the quality of issuance,optimizing the implement report filling and management system,and promoting off-site supervision,in order to provide certain help and reference for improving the environmental management efficiency of emission permit system.
