摘要
水资源管理是应对水资源污染,提高水资源利用效率,充分发挥水资源价值的必由之路.基于此,本文解读了水资源管理的内涵,阐释了水资源管理的构成,从法律体系不够完善、行政管理亟待改善、市场导向作用不明、管理技术有待更新、污染防治需要加强、社会参与程度不深六个方面剖析了水资源管理中的问题,并提出了应对策略.
Abstract
Water resources management is the only way to deal with water resources pollution,improve water resources utilization efficiency and give full play to the value of water resources.Based on this,this paper interpreted the connotation of water resources management,explained the composition of water resources management,analyzed the problems in water resources management from six aspects:imperfect legal system,urgent improvement of administrative management,unclear market-oriented role,management technology to be updated,pollution prevention and control need to be strengthened,and the degree of social participation is not deep,and put forward countermeasures
