摘要
地方政府在环境治理中的行为选择是影响环境质量的关键因素.本文选取了21个案例,通过fsQCA法研究政府行为各条件在不同逻辑组合下对环境质量的影响机制,依据政府行为路径差异化将组态结果分为政府激励方案、监管执法政策方案和问责执法方案.最后,依据政府行为条件变量间的匹配关系与侧重点提出实质性建议,从而为推动绿色高质量发展提供理论依据.
Abstract
The behavioral choices of local governments in environmental governance are key factors affecting environmental quality.This article selects 21 cases and uses the fsQCA method to study the impact mechanism of various conditions of government behavior on environmental quality under different logical combinations.Based on the differentiation of government behavior paths,the configuration results are divided into government incentive plans,regulatory law enforcement policy plans,and accountability law enforcement plans.Finally,substantive suggestions are proposed based on the matching relationship and focus between government behavior condition variables,providing theoretical basis for promoting green and high-quality development.
