排污单位开展自行监测的现状和对策研究

摘要
目前,我国正在构建现代环境治理体系,通过开展自行监测推动企业主动担负起排污治理的责任.自行监测不仅是企业应当履行的法定职责,更是其自我证明守法合规的重要途径.因此,使自行监测在环境管理中发挥更大作用,让排污单位参与到环境治理体系中来,并保证自行监测数据的质量,已经成为当前大众关注的焦点问题.本文旨在深入剖析目前我国排污单位自行监测的状况及存在的问题,进而提出针对性的管理对策与建议,以期为我国排污单位自行监测工作的规范化和高效化提供有益参考.
Abstract
At present,China is building a modern environmental governance system and promoting enterprises to actively take responsibility for pollution control through self monitoring.Self monitoring is not only a legal obligation that enterprises should fulfill,but also an important way for them to prove compliance with laws and regulations.Therefore,making self-monitoring play a greater role in environmental management,allowing pollutant discharge units to participate in the environmental govennance system,and ensuring the quality of self-monitoring data has become the focus of public concern.This paper aims to deeply analyze the current situation and existing problems of self-monitoring of sewage discharge units in China,and then propose targeted management strategies and suggestions,in order to provide useful reference for the standardization and efficiency of self-monitoring work by polluting units in China.
