摘要
危险废物随意倾倒或利用处置不当会危害人体健康,破坏生态环境.当前,危险废物环境管理主要存在环境监管能力薄弱、利用处置能力不均衡、企业危险废物管理不规范、管理制度不健全等问题.相关部门应围绕现有危险废物环境管理问题提出针对性解决方案,并通过强化危险废物全过程监管、推进危险废物利用处置能力结构优化、推进环保管家服务、完善危险废物管理制度、压实危险废物主体责任等方式提升危险废物环境管理能力.
Abstract
Hazardous waste dumping or improper use and disposal will endanger human health and damage the ecological environment.At present,the environmental management of hazardous waste mainly has problems such as weak environmental supervision ability,unbalanced utilization and disposal capacity,non-standard hazardous waste management of enterprises,and imperfect management system.Government departments shall put forward targeted solutions to the existing environmental management problems of hazardous wastes,and improve the environmental management capacity of hazardous wastes by strengthening the supervision of the whole process of hazardous wastes,promoting the optimization of the structure of hazardous waste utilization and disposal capacity,promoting environmental steward services,improving the hazardous waste management system,and compacting the main responsibility of hazardous waste.
