The Evaluation and Influencing Factors Analysis of the Industry-University-Research Collaborative Innovation Efficiency in Fujian Province——Based on DEA Cross-efficiency and TOBIT Model
The DEA cross-efficiency model is used to measure the industry-university-research collaborative innovation efficiency of prefecture-level cities in Fujian Province,so as to understand the development differences and existing problems in the quality of industry-university-research collaborative innovation of prefecture-level cities in Fujian province,and the Tobit model is used to deeply analyze the influencing factors of the collaborative innovation efficiency of Fujian Province,and finally put forward corresponding countermeasures and suggestions.The results show that:from 2014 to 2021,the overall level of industry-university-research collaborative innovation efficiency in 9 prefecture-level cities in Fujian Province is not high,showing the spatial distribution characteristics of"high in the east and low in the west",and the development is unbalanced,and the degree of imbalance is gradually expanding.The level of economic development has a significant negative impact on the efficiency of industry-university-research collaborative innovation in Fujian Province,and the degree of opening to the outside world and the intensity of local financial expenditure on science and technology have a significant positive impact,while the ability of universities and research institutes to transfer knowledge and the intensity of cooperation between enterprises and universities(institutes)have no significant impact.The following suggestions are put forward:adapt to local conditions to improve the efficiency of innovation resource allocation;strengthen cooperation and strengthen the leading role of innovation radiation in innovation center cities;improve the level of opening up to win more support.
