Impact of Public Participation on Environmental Governance——Analysis Based on Inter-provincial Panel Data
Based on the panel data of 30 provinces(autonomous regions and municipalities)in China from 2011 to 2021,a fixed-effects and mediated-effects model is constructed to study the impact of public participation on environmental governance and compare the regional differences.The study finds that public participation in environmental governance plays a significant and positive role in reducing environmental pollution,and the results of the mediated-effects test show that public participation in environmental governance has contributed to the improvement of government environmental regulation and enterprise technological innovation,indirectly reducing pollutant emissions,with a significant"policy chessboard"effect and innovation effect.The results of mediated-effect test show that public participation in environmental governance can promote the improvement of government environmental regulation and enterprise technological innovation,and indirectly reduce pollutant emissions,which has significant"policy chessboard"effect and innovation effect.Through regional comparison,it is concluded that public participation in environmental governance in the eastern region has a stronger inhibiting effect on environmental pollution than in the western region,and that public participation in environmental governance in regions with high economic level has a better inhibiting effect on environmental pollution than in regions with low economic level.The results of the study can provide a theoretical basis for the direct and indirect effects of public participation on environmental governance,the channels of public participation in environmental protection,the enhancement of technological innovation in enterprises and the formulation of governmental environmental regulation policies.
