文化遗产治理能力现代化水平测度与提升路径研究

从文化遗产的创新保护、活化传承、国际传播、共建共享、治理保障五个方面构建文化遗产治理能力现代化的评价指标体系,采用熵权TOPSIS法对文化遗产治理能力现代化水平进行测度,研究发现:按照"治理体系——治理能力——治理效能"的内在逻辑,文化遗产治理现代化的关键在于如何通过治理能力现代化将治理体系转化为治理效能.政府治理模式主导下文化遗产的创新保护与活化传承水平较低,文化遗产治理能力现代化的各项维度表征指标在省际和地区层面也存在较强异质性.在新时代更应加强文化遗产创新保护、提升遗产活化传承水平、扩大文化遗产对外交流等,为提高文化遗产治理能力现代化水平提供决策参考.
Measurement and Improvement Path of Modernization Level of Cultural Heritage Governance Capability
This article constructs an evaluation index system for the modernization of cultural heritage governance capacity from five aspects:innovative protection,revitalization and inheritance,international dissemination,co construction and sharing,and governance guarantee.The entropy weight TOPSIS method is used to measure the modernization level of cultural heritage governance capacity.Research has found that according to the inherent logic of"governance system-governance capacity-governance efficiency",the key to modernizing cultural heritage governance lies in how to transform the governance system into governance efficiency through modernization of governance capacity.Specifically,the governance and protection of cultural heritage(0.426)>co construction and sharing(0.394)>international dissemination(0.378)>innovative protection(0.275)>revitalization and inheritance(0.274).The level of innovative protection,revitalization,and inheritance of cultural heritage under the leadership of government governance model is relatively low.From the perspective of the eastern,central,and western regions,the level of innovation protection,revitalization and inheritance,international dissemination,and governance guarantee of cultural heritage presents a regional distribution pattern of"eastern>western>central",while the co construction and sharing of cultural heritage presents a regional level distribution pattern of"eastern>central>western".In addition,there is strong heterogeneity in the characterization indicators of the modernization of cultural heritage governance capacity at the provincial and regional levels.The article concludes by proposing scientific paths such as strengthening innovative protection of cultural heritage,improving the level of heritage revitalization and inheritance,and expanding cultural heritage exchanges with foreign countries,providing decision-making references for improving the modernization level of cultural heritage governance capabilities.
