Changes in the Policy on"Dual-Qualified"Teachers in Vocational Colleges in China:Subject,Characteristic and Experience——An NVivo Analysis Based on Policy Texts From 1995 to 2022
"Dual-qualified"teachers are the key force in the reform of vocational education in the new era,which is the impor-tant foundation for realizing the high-quality development of vocational education,and"dual-qualified"teacher policy is the key factor affecting the development of teachers in vocational colleges and universities.Based on the NVivo software,the results show that the policy of"dual-qualified"teachers has experienced three thematic changes:focusing on the cultivation of practi-cal ability(1995-2003),focusing on the construction of management norms(2004-2018),and promoting the development of teachers'professional skills(2019 to now).It is characterized by the gradual rationalization of conceptual connotations,the gradual operationalization of construction paths,and the gradual improvement of supporting guarantees.In addition,it has formed the policy experience of making the development of"dual-qualified"teachers a priority area of policy,giving full play to local activism and creativity,promoting cultivation and training by means of projects,and promoting the modernization of gov-ernance by means of institutional innovation.
