摘要
[目的/意义]引入基于战争游戏思维的突发公共卫生事件应急管理情报分析框架来研究突发公共卫生事件的应急决策,通过情报分析框架进行解析,最后辅以大连市新冠疫情防控应急情报分析实例,从危机发展的各个阶段出发,为应急决策和应急情报分析提供新思路.[方法/过程]首先对危机管理和应急情报分析的相关研究进行文献回顾,并对战争游戏和 4R危机管理进行理论阐述,其次分析基于战争游戏的应急情报分析框架的可操作性,最后并辅以实例验证.[结果/结论]研究表明,战争游戏这一情报分析方法,在一定程度上丰富了突发公共卫生事件的应急情报与决策的相关理论知识,同时也为复杂多变的突发公共卫生事件的应急决策的实时调整提供了实践依据,在一定程度上解决了突发公共卫生事件的应急情报分析方法缺失的问题.
Abstract
[Purpose/significance]This paper introduces the intelligence analysis framework of emergency management of public health emergencies based on war gaming thinking to study the emergency decision-making of public health emergencies,and analyzes it through the intelligence analysis framework.Finally,it supplements by the emergency intelligence analysis example of of COVID-19 pre-vention and control in Dalian,starting from various stages of crisis development,to provide new ideas for emergency decision-making and emergency intelligence analysis.[Method/process]Firstly,the study carries out the literature review of crisis management and emergen-cy intelligence analysis,and expounds the theory of war games and 4R crisis management.Secondly,it analyzes the operability of the e-mergency intelligence analysis framework based on war games,and finally verifies it with examples.[Result/conclusion]The research shows that the intelligence analysis method of war games enriches the relevant theoretical knowledge of emergency intelligence and deci-sion-making of public health emergencies to a certain extent,and also provided practical basis for the real-time adjustment of emergency decision-making of complex and changeable public health emergencies.To a certain extent,it solves the problem of lack of emergency in-telligence analysis methods for public health emergencies.
