省市级政务数据安全管理政策文本量化评价研究——基于PMC指数模型

摘要
[目的/意义]我国高度重视政务数据共享开放过程中安全管理的问题,针对政务数据安全管理政策文本进行评价研究,旨在为今后我国政务数据安全政策的制定与调整提供借鉴.[方法/过程]以 2015-2023 年省市级政务数据安全管理政策文本作为研究对象,运用内容分析法挖掘政策核心要素,构建政务数据安全管理政策PMC指数模型,对 9 个专项政务数据安全管理政策文本进行量化评价.[结果/结论]我国政务数据安全管理政策整体处于良好水平,但仍存在提升空间.建议加强政务数据开放相关规定,明确政务数据授权细则,数据分级分类管理,注重知识产权保护,建立短期预期目标,提高资金保障,推动试点建设与外包合作,促进政策客体多元化.
Abstract
[Purpose/significance]China attaches great importance to the problems of security management in the process of gov-ernment data sharing and opening.This paper evaluates and studies the government data security management policy texts to provide ref-erence for the formulation and adjustment of government data security policies in China in the future.[Method/process]Taking the pro-vincial and municipal government data security management policy texts from 2015 to 2023 as the research objects,this paper uses the content analysis method to mine the core elements of the policy,and constructs the PMC index model of government data security manage-ment policy to quantitatively evaluate the nine special government data security management policy texts.[Result/conclusion]The over-all government data security management policy in China is at a good level,but there is still room for improvement.It is suggested to strengthen the relevant provisions of government data opening,clarify the detailed rules of government data authorization,manage data in grading and classification,focus on intellectual property protection,establish short-term expected goals,improve financial support,pro-mote pilot construction and outsourcing cooperation,and promote the diversification of policy objects.
