摘要
[目的/意义]近年来,创新主体和社会公众信息服务需求不断提高,对知识产权信息公共服务均等化提出了更高的要求.关注知识产权信息公共服务平台的质量评价,有利于进一步提升平台建设水平.[方法/过程]通过文献研究法、专家打分法以及主成分分析法,构建包括服务质量、使用感受、导航质量、检索质量、系统质量5个一级指标和19个二级指标的评价指标体系.[结果/结论]利用构建的评价指标体系评价3个具有代表性的省市知识产权信息公共服务平台的质量,并针对评价结果提出对策建议.
Abstract
[Purpose/significance]In recent years,the demand for information services of innovative subjects and the public is constantly increasing,which puts forward higher requirements for the equalization of intellectual property information public services.Paying attention to the quality evaluation of intellectual property information public service platform is conducive to further improving the construction level of the platform.[Method/process]Through the literature research method,expert scoring method and principal com-ponent analysis method,this paper constructs an evaluation index system including five first-level indicators of service quality,use expe-rience,navigation quality,retrieval quality and system quality and 19 second-level indicators.[Result/conclusion]This paper uses the constructed evaluation index system to evaluate the quality of three representative provincial and municipal intellectual property infor-mation public service platforms,and puts forward countermeasures and suggestions according to the evaluation results.
