Quantitative Evaluation of Digital Government Policy Text for Sub-provincial Cities in China Based on the PMC Index Model
[Purpose/significance]Promoting the construction of digital government is an important initiative to deepen the devel-opment strategy of"Digital China",and scientific policy support is indispensable to enhance the level of digital government construction.[Method/process]This paper mined the high-frequency words in the digital government policy texts of sub-provincial cities in China,and constructed a policy evaluation index system based on the PMC index model from the perspective of policy tools to evaluate the spe-cific performance of policies.[Result/conclusion]The overall evaluation of digital government policies in China's sub-provincial cit-ies is excellent,but the score gap between cities and policy tools is large.Among them,the overall score of environment-based policy tools is the highest,the overall score of demand-based policy tools is the lowest,leaving the quality of the policies to be further im-proved.
