Symptoms Exploration and Response Strategies of Government Data Security Governance from the Perspective of the Theory of Traditional Chinese Medicine of Pre-disease
[Purpose/significance]Government data security governance is an important guarantee for promoting high-quality de-velopment of data elements and ensuring the high-level security of data utilization,and shoulders the mission and task of preventing risks and ensuring safety,strengthening governance and benefiting people's livelihoods,and increasing momentum for development.[Meth-od/process]This paper demonstrates the logic appropriateness of applying the theory of preventive treatment of diseases in traditional chinese medicine(TCM)to government data security governance by focusing on key points,dividing cycles,and justifying value orienta-tions,clarifies the implications of government data security governance,identifies its"disease loci",and proposes the response strate-gies for government data security governance.[Result/conclusion]In the stages of prevention before illness,prevention during the in-cubation period,prevention of progression after onset,and prevention of recurrence after recovery,government data security governance exhibits four major symptoms:weak risk awareness,delayed risk monitoring,ineffective response implementation,and weak post-inci-dent assessment.Therefore,it is necessary to focus on cultivating a government data security culture,improve the monitoring of govern-ment data security risks,strengthen emergency response to government data security and forge the immunity of government data security.
