The Development Trend,Practical Challenges and Governance Suggestions of Cross-border Data Flow Rules
[Purpose/significance]Studying the new trend in the development of global cross-border data flow is of practical sig-nificance for further optimizing the business environment and improving the level of attracting foreign investment.[Method/process]This paper expounds the current situation of cross-border data flow in foreign countries,compares the relevant provisions of DEPA,RCEP and CPTPP in personal information protection,cross-border data flow rules and information storage localization,and analyzes the effectiveness and existing problems of promoting cross-border data flow in China.[Results/conclusion]It is proposed that China should actively participate in the international standard system(revision),dock DEPA cross-border data flow rules,improve relevant laws and regulations,build efficient and safe data circulation infrastructure,implement cross-border flow data classification manage-ment,and actively explore the cooperation mechanisms for secure cross-border data flow among DEPA members.
