统筹科技发展与科技安全的情报体系框架研究

摘要
统筹科技发展与科技安全已成为国家重要战略之一.情报体系作为科技战略咨询系统的重要组成部分,理应发挥其应有作用.构建支持统筹科技发展与科技安全的情报体系,需要相关理论的支撑.本文主要探索情报体系构建的理论问题.从统筹科技发展与科技安全内涵入手,探索情报体系的理论框架,深入系统地分析了理论框架中的保障系统、治理系统和运行系统三个要素.
Abstract
Coordinating technological development and security has become an important national strategy.As an impor-tant component of the technology strategy consulting system,the intelligence system should play its due role.Building an intelligence system that supports the coordinated development and security of science and technology requires the support of relevant theories.This study mainly explores the theoretical issues of constructing an intelligence system.Therefore,this study starts with the integration of technological development and security,explores the theoretical framework of the intel-ligence system,and deeply analyzes the three elements within its theoretical framework:the guarantee system,governance system,and operation system.
