This study conducted empirical research to understand the effects of public data policy instruments on open gov-ernment data performance.Based on the policy instruments and data ecosystem theories,the mechanism by which provin-cial public data policy affects open government data performance was analyzed,and the research hypothesis and model of this study are proposed.Then,through the coding and quantification of public data policies,the effectiveness of public data supply and environmental and demand policy instruments was calculated,and the data of the core independent variables of the model were obtained.A fixed effects regression analysis between the effectiveness of public data policy instruments and the open data index was carried out to test the research hypothesis.It was found that provincial public data policy has a positive impact on open government data performance as a whole.The supply and demand policy instruments of public da-ta policies play a role in promoting the performance of open government data,whereas environmental policy instruments have an inhibitory effect on the improvement of open government data performance.The degree of influence of different policy instruments on the same performance index differs.
