An Analysis on Differences Between the U.S.Transborder Data Flows International Initiative and Domestic Policies and Its Causes
[Research purpose]There are some differences between the international initiatives and domestic policies of the United States in the field of transborder data flow,exhibiting a certain double standard.Existing researches often ignore this difference,which may lead to bias in understanding U.S.motives.Therefore,it is necessary to refine the research of this issue.[Research method]Based on exist-ing literature,this article clarifies the functions of data localization.On this basis,using the interpretivist approach,this article determines the concerns and core appeals of the U.S.in the field of transborder data flow.And the evidence chain of this article is supplied with vari-ous countries'treaty documents,official statements,officials'remarks and so on.[Research conclusion]The reason for the U.S.double standard lies in the desire to maintain its dominant position in the field of transborder data flow.The U.S.requires other countries to ac-cept free data flow to ensure its own cyber offensive advantages and the dominant position of its digital enterprises.Meanwhile,it imple-ments certain localization measures domestically to deal with the challenge from China in the field of transborder data flow.
