[研究目的]针对中国-东盟网络安全合作在观念、制度、人才、技术等方面存在的问题,构建合作系统框架,提出合作路径及解决方案,旨在提高中国-东盟网络安全合作的水平.[研究方法]通过文献分析,结合系统理论,从系统的要素、结构(功能)、环境等维度进行研究.[研究结论]中国与东盟在构建网络安全合作系统时可以实施以下路径:在系统要素方面,以网络空间命运共同体理念展开合作、以建立统一的网络安全制度规范框架进行合作、以构建网络安全人才培养培训教育体系保障合作、以创新网络安全技术加强合作;在系统结构(功能)方面,增强系统不同要素间的协同联动、准确把握系统要素最优与结构(功能)最优关系;在系统环境方面,在梳理可供利用的外部环境的基础上,重点利用经济、政治、文化环境优化系统.
Research on the Construction of China-ASEAN Network Security Cooperation System Based on System Theory
[Research purpose]To address the issues of the concept,system,talent,technology,and other aspects of China ASEAN cyber-security cooperation,we construct a cooperation system framework and propose cooperation paths and solutions,to improve the level of China-ASEAN cybersecurity cooperation.[Research method]Through literature analysis combined with system theory,it is conducted from the dimensions of system elements,structure(function),environment,and so on.[Research conclusion]China and ASEAN can implement the following paths to build a network security cooperation system.In terms of system elements,the specific approach is to co-operate with the concept of a community with a shared future in cyberspace,establish a unified network security institutional framework for cooperation,build a network security talent training and education system to ensure cooperation,and strengthen cooperation with innova-tive network security technologies.In terms of system structure(function),it is necessary to enhance the collaborative linkage between dif-ferent elements of the system,and reasonably grasp the optimal relationship between system elements and structure(function).In terms of system environment,sorting out the available external environment,it is proposed to focus on optimizing the system by utilizing the eco-nomic,political,and cultural environment.
