网络金融犯罪预警系统结构及优化研究——基于信息生态视角

[研究目的]网络金融犯罪预警系统是实现网络金融犯罪数字化治理的重要工具,但目前在预警体系构建、信息及技术共享、制度供给等方面尚存在诸多不足.将信息生态理论应用于网络金融犯罪预警系统研究中,可基于系统观、互动观、人本观和平衡观对网络金融犯罪预警系统结构进行全面分析和观察,为理清系统优化路径、推动系统健康可持续运行提供理论和实践指导.[研究方法]结合信息生态理论,系统梳理和分析网络金融犯罪预警系统构成要素的内涵、作用和关联关系,明确网络金融犯罪预警系统的形态和动态结构,在此基础上构建网络金融犯罪预警系统结构模型,并结合现实困境提出若干有针对性的优化对策建议.[研究结论]分析得出网络金融犯罪预警系统是由人员层、数据层和环境层通过建立依存与影响、补充与抑制、支持与促进的两两交织关系而形成的动态信息系统,且人员层存在链带、迭升和子集关系,数据层存在同源、遗传变异、离易和重生关系.系统可通过优化预警和组织体系、推动多链式区块链技术创新应用和完善信息共享机制、相关法律法规及绩效考评制度等路径实现健康可持续运行.
Research on the Structure and Optimization of the Cyber Financial Crime Early Warning System——Based on the Information Ecology Perspective
[Research purpose]Cyber financial crime early warning system is an important tool for realizing the digital governance of cy-ber financial crime.However,there are many deficiencies in the construction of the early warning system,the sharing of information and technology,and the supply of systems.Applying information ecology theory to the study of cyber financial crime early warning system can comprehensively analyze and observe its structure from the views of system,interaction,humanistic and equilibrium.The purpose of this study is to provide theoretical and practical guidance for clarifying the optimization path and promoting the healthy and sustainable opera-tion of cyber financial crime early warning system.[Research method]Incorporated with the information ecology theory,this paper sys-tematically sorts out and analyzes the constituent elements of cyber financial crime early warning system and their connotations,roles and interrelationships.In this way,this paper clarifies the form and dynamic structure of early warning system.Then,this paper constructs the structural model and proposes a number of targeted and optimized countermeasures in the light of real-life dilemmas.[Research conclu-sion]The cyber financial early warning system is a dynamic information system consisting of a personnel layer,a data layer and an envi-ronmental layer.They establish intertwined relationships of dependence and influence,complementarity and inhibition,support and facili-tation.There are chain-band,iterative and subset relationships at the personnel level.While in the data layer,there are homology,genetic variation,off-ease and rebirth relationships.The cyber financial early warning system can achieve healthy and sustainable operation by some effective strategies,such as optimizing the early warning and organizational system,promoting multi-chain blockchain technology innovation and application,improving the information sharing mechanism,relevant laws and regulations and performance evaluation sys-tem,and so on.
