How NIMBY Opinion Evolves Into NIMBY Behavior?——Qualitative Comparative Analysis Based on 30 Cases
[Research purpose]Not in my backyard(NIMBY)conflict shows the characteristics of online public opinion to offline ac-tion.However,not all NIMBY online public opinion will develop into offline mass events,thus it is necessary to explore the intrinsic mechanism of the evolving of online public opinion participation to offline real mass events.[Research method]This research conducts a crisp-set qualitative comparative analysis of 30 NIMBY cases using the localized framework of Smelser's Value-added Theory.[Re-search conclusion]The results indicate that the limited institutional resources and rich network resources are the primary conditions for NIMBY online public opinion to develop.Emotional recognition and group identity are the key factors for its progress,and the more dra-matic,specific events associated with the government's weak emergency response capability are the other important inducements for the occurrence of mass offline events.Accordingly,the emotion accumulation-driven and trigger-induced types are the two main paths for the occurrence of offline events.In order to effectively block the evolution of NIMBY opinion into offline mass events,firstly,it is necessary to optimize the supply of resources for neighbourhood governance,so as to avoid long-term fermentation and rapid accumulation of nega-tive emotions;secondly,it is necessary to reshape the image of the government,to enhance its capacity,and to establish its authority;and thirdly,it is necessary to improve the governance of online public opinion and build up a mechanism responding to neighbourhood-based online public opinion.
