Belarusian Intelligence System in Reform:Structure,Characteristics and Inner Logic
[Research purpose]Since the 2020 political crisis,the Belarusian intelligence system has actively promoted reforms and ad-justments.With the establishment of a comprehensive all-weather strategic partnership between China and Belarus,it is of significant prac-tical importance to conduct specialized research on this topic.[Research method]Based on official government information,news re-ports,think-tank reports and relevant literature,this study conducts an analysis of the organizational structure and reform characteristics of the Belarusian intelligence system.It also examines the inner logic behind the reform from four dimensions:organization,society,poli-tics,security,and finally provides an objective evaluation about its effectiveness.[Research conclusion]The reform and adjustments in the Belarusian intelligence community primarily focus on four aspects:legal construction,intelligence disclosure,intelligence agency pow-er,and intelligence cooperation.The driving forces behind these reforms includes the interests of bureaucratic departments,the values of democracy and rule of law,the practical needs of presidential governance,and strategic goal of establishing a multipolar world.Overall,the Belarusian intelligence system has made significant progress in maintaining national security and social stability,but it also faces various challenges brought about by the reform.Given the uncertainty in the Belarusian national security environment,China needs to pay close at-tention to the development trends of its intelligence system to lay the foundation for future intelligence cooperation between these two coun-tries.
