ASEAN Counter-Terrorism Intelligence Cooperation:Evolution,Structure,Characteristics and Limits
[Research purpose]Security and stability in Southeast Asia not only concerns regional security,but also serves as the basis for friendly exchanges between countries.An insight into ASEAN counter-terrorism intelligence cooperation is of great reference value for un-derstanding the counter-terrorism situation in the region.[Research method]Taking ASEAN counter-terrorism intelligence cooperation as the research object,this paper comprehensively analyzes the development and practice of ASEAN counter-terrorism intelligence cooper-ation from four aspects:evolution,structure,characteristics and limits.[Research conclusion]The research finds that ASEAN counter-terrorism intelligence cooperation is not achieved overnight,the focuses on counter-terrorism intelligence are gradually developed from po-litical security,transnational crime and other aspects.Different from the vertical structure,ASEAN counter-terrorism intelligence coopera-tion is an ASEAN-centered circle structure,and has the characteristics of platform,parallel coordination,non-synchronization,intersec-ting and so on.Of course,the cooperation is limited by the"ASEAN way"and lacks preventive counter-terrorism intelligence coopera-tion.To some extent,this limits the depth of ASEAN counter-terrorism intelligence cooperation and reduces the effectiveness of regional counter-terrorism.
