Comparison of U.S.and Russian Views on Cyberspace Security Based on National Security Strategy and Implications
[Research purpose]The game of great powers in cyberspace affects national security.The comparative study of U.S.and Russia's views of cybersecurity can provide necessary reference for the study of the global game of cyberspace and the formulation of China's cyberspace strategy.[Research method]Based on the theory of cybersecurity,and taking the post-cold war national security strategies of the United States and Russia as samples,we conduct a comparative study on the characteristics,cognitive logic and reasons for the differences in the evolution of the two countries'cybersecurity discourse through content analysis.[Research conclusion]The study shows that the evolution of the U.S.and Russia's views of cybersecurity is closely related to geopolitics,and is constantly adjusted accord-ing to the situation,presenting the characteristics of differences in internal and external,technology and sovereignty in terms of the concept of cybersecurity,cyberstrategy strategy,and means of cybersecurity maintenance.China pays close attention to the dynamics of the cyber-security strategies of major countries and continuously promotes the upgrading of its cyberspace security strategy by sounding the strategic system,perfecting the rule system and strengthening the defense system.
