[Research purpose]System of National Security Systems(SoNSS)is an important concept of national security science.At present,SoNSS is a hot word concerned by national security researchers and practitioners.However,because SoNSS is a new term and concept in the field of national security science,its meaning has not been clearly defined.Therefore,it is an urgent to answer the funda-mental theoretical question for SoNSS,namely what is SoNSS.[Research method]Based on system of systems thought,this paper pro-posed and interpreted the definition of SoNSS,and analyzed its main characteristics.[Research conclusion]Results of this study show that,SoNSS is a whole to generate national security capabilities,which is integrated by independent national security systems with large-scale distribution and mutual cooperation according to certain order and internal connections.Moreover,the overall goal of SoNSS is to maintain and shape national security,and SoNSS has some main characteristics such as emergence,openness&adaptability,evolution,and complexity.
