[Research purpose]Studying the evolution of the U.S.national cybersecurity strategy in terms of interest definition,threat perception and priority helps uncover its inherent logic and structural characteristics.This analysis allows us to understand the new features and changes in the Biden Administration's national cybersecurity strategy and assess their impact on the direction of the U.S.national cy-bersecurity strategy and the enlightenment for China's cyberspace governance.[Research method]By employing a combined approach of text analysis and comparative research,this study outlines the significant changes in National Cybersecurity Strategy reports from the Bush Administration to the Biden Administration.Through comparative analysis,the focus will be on examining the new ideas,policies,and tactics presented in the Biden Administration's national cybersecurity strategy.The main drivers behind the changes in the Biden Adminis-tration's strategy will be analyzed and assessed,leading to a comprehensive evaluation of the impact and future prospects.[Research con-clusion]The new measures of the Biden Administration's cybersecurity strategy are mainly reflected in the reconstruction of the cybersecu-rity guarantee paradigm,the open implementation of offensive cyber actions,and the enhancement of the validity of cyber diplomacy.The main drivers behind the transformation of the strategy lie in the increasingly severe cybersecurity landscape,the projection of geopolitical competition into cyberspace,the polarization of domestic political ecology,and the development of new technologies and applications that create new pressures.The Biden Administration intends to upgrade the basic concept of U.S.cybersecurity governance,establishing a more unified cybersecurity posture.Relevant measures have reference significance for China's cybersecurity governance,and offensive measures proposed positioning China as the main opponent also need to arouse great attention.
