"卡脖子"技术甄别模型构建及应用——以工业软件为例

[研究目的]科学精准地识别特定领域的"卡脖子"技术清单,可以为明确关键核心技术攻关方向,加快实现高水平科技自立自强提供决策依据.[研究方法]从"卡脖子"技术高价值、大差距、强垄断、难突破特征属性出发,结合专利表征技术方式,通过构建基于"V-G-M-B"框架的"关键核心技术筛选—技术差距测度—技术垄断识别—技术突破研判"四位一体定量甄别模型,有效识别特定领域"卡脖子"技术清单.[研究结论]以工业软件产业专利数据为样本,识别出我国在该领域18 项严重"卡脖子"、2 项一般"卡脖子"及1 项轻微"卡脖子"技术清单,与目前工业软件产业技术发展现状相一致,验证了"卡脖子"技术定量甄别模型的科学性和实用性.
Construction and Application of the Bottleneck Technology Identification Model:A Case of the Industrial Software Industry
[Research purpose]Scientifically and accurately identifying the bottleneck technology list in a specific field can provide deci-sion-making basis for clarifying key core technology breakthrough directions and accelerating the achievement of advanced technology self-reliance.[Research method]This study based its method on the fundamental attributes of bottleneck technologies,including high val-ue,large gaps,strong monopolies,and difficulty in breakthroughs.Using a patent characterization technology method,a quantitative framework,"Key Core Technology Screening-Technology Gap Analysis-Technology Monopoly Identification-Technology Break-through Judgment"(V-G-M-B),was built to effectively identify specific bottleneck technologies in the industry.[Research conclu-sion]Using patent data of the industrial software industry as a sample,the study was able to identify 18 heavily bottlenecked,2 moderate-ly bottlenecked,and 1 slightly bottlenecked technology lists related to industrial software in China.Such findings are consistent with the current state of technological development in the industry,and therefore validates the scientific validity of the bottleneck technology identi-fication model.
