Evolution and Enlightenment of US and EU's Export Control Policy Mechanism Under the Background of Science and Technology Security
[Research purpose]The United States and European Union(US-EU)use export control measures to carry out scientific and technological blockades and economic sanctions,which have a profound impact on global development.It is of practical significance to an-alyze their policies and mechanism for China to maintain scientific and technological security.[Research method]Through literature re-search and content analysis,the export control laws and regulations,organizational structure,control list,intelligence support,motivation and implementation of dual-use items in the US-EU are sorted out and compared.[Research conclusion]There are similarities and differ-ences in export control between the US-EU.The differences are mainly manifested in the fact that the US has revised and supplemented its control regulations more frequently and introduced relevant policies against China,has a wider jurisdiction and expanded its national securi-ty to a global leading position in economy and technology,while the EU expanded to comprehensive control of human rights violations.The EU's dual-use export control involves various member states,and the management coordination is more difficult,a special coordina-tion group has been established in EU,while the US adopted a decision-making mechanism similar to the joint meeting consultation.The export control list of the US is more detailed,comprehensive and updated frequently,especially the entity list.The political,military,e-conomic,scientific and technological motives of export control and the related supporting tools such as investment review,customs super-vision and safety monitoring in implementation are different,and there are differences in export control against China.Finally,from the aspects of strategic preparation in key areas,optimization of export control system,scientific and technological security intelligence sys-tem,and international exchange and cooperation,this paper puts forward the enlightenment for China's response to export control and ma-intenance of scientific and technological security.
