Research on the Model of Public-Private Cooperation in Intelligence Work from the Perspective of National Security
[Research purpose]In the field of public utilities,the public-private cooperation model based on the participation of the pub-lic sector and the private sector can effectively improve the effectiveness of governance.There is a practical basis for public-private cooper-ation in national security intelligence work,and it is of great significance to carry out a theoretical research in this regard.[Research method]Combining textual analyses and comparative studies,we investigate the theoretical interpretation,textual structure,value founda-tion and practical guarantee of public-private cooperation in national security intelligence work.[Research conclusion]The public-pri-vate cooperation model originated from the administrative field can play an important role in national security intelligence work.The public-private cooperation model is structurally reflected in the National Intelligence Law of the People's Republic of China and other legal texts.The public-private cooperation model of national security intelligence work has a value foundation of people's,systemic and dynamic na-ture.The changes needed should be introduced within the macro framework of national security,including the the improved micro design of public-private cooperation,the legal system constructed in a coordinated manner,the linked management mechanism and the controlled risks of implementation procedures.
