Motivation of the Formation of Intelligence Oversight Institution:An Analysis Based on an Investigation of the Institution Phenomenon of the "Five-Eyes Alliance" Countries
[Research purpose]The intelligence oversight institution is the standard guarantee for the efficient and legal operation of intel-ligence work.To construct an intelligence oversight institution,it is necessary to understand the motivation of its formation.By observing the phenomenon of the formation of the institution in five-eyes countries and understanding the constraints and driving factors of their for-mation,it can not only consolidate the theoretical foundation of research,but also help to promote the construction of the institution in practice.[Research method]By using the methods of literature research and case discussion,this paper analyzes the motivation of the formation of the institution,and tests the research viewpoint by using the method of data demonstration.[Research conclusion]Putting the intelligence oversight institution at the meso level is helpful to understanding the formation motivation of the intelligence oversight insti-tution at the macro and micro levels:from the macro normative-cognitive perspective,the formation of the institution is restricted by the normative pressure from international allies and the conceptual pressure of modern society;From the perspective of micro-structure-initia-tive,the monitoring and incentive mechanism for intelligence agencies and the decision-making needs evaluation mechanism for decision makers jointly drive the formation of intelligence oversight institution.
