Review of EU Think Tanks' Perceptions of the"Chip Issue"Study
[Research purpose]Under the background of the United States attempting to join hands with the European Union to compre-hensively restrict the development of China's chip industry,analyzing the perceptions and suggestions of the EU think tanks on the research of the"chip issue"can not only provide references to China's study of the EU's chip industry policy and perceptions of China,but also provide ideas for China's development of the chip industry and its response to the U.S.technological embargo.[Research method]We select 25 representative documents from 8 EU mainstream think tanks as samples,and use document analysis to sort out the main percep-tions of EU think tanks on chip-related issues,and analyze the overall characteristics,reasons and possible impacts of those perceptions.[Research conclusion]EU think tanks'research on the"chip issue"focuses on four aspects:emphasizing the strategic value of chips,e-valuating the chip industry situation,formulating EU industrial policies,and U.S.technological competition with China,and their percep-tions are characterized by their internal objectivity,bias against China,and susceptibility to the U.S.influence,which is mainly due to the ideological bias,the EU's external political stance,and the U.S.factor,etc.Their perception will have different impacts on EU's indus-trial policy,technology policy towards China and global technology competition.China should dissolve the cognitive bias of EU think tanks towards China,refute the smearing and misinterpretation of China by the U.S.in various ways,and at the same time learn from the reasonable cognition of EU think tanks in the professional field,so as to take advantage of their strengths and make up for their weaknesses and boost the development of China's chip industry.
