Public Health Emergency Intelligence Collaborative Mechanism from the Perspective of Activity Theory
[Research purpose]The discussion of the collaborative mechanism for public health emergency intelligence can not only enrich the theoretical research aspects of emergency intelligence collaboration,but also provide practical inspiration for better utilizing the decision-making support role of emergency intelligence in the last mile.[Research method]In accordance with the logic of interpretation of basic connotation,the introduction of activity theory,deconstruction of the collaborative mechanism,the public health emergency intelligence collaborative mechanism is deconstructed in depth from the three dimensions,namely elements,motivation and application.[Research conclusion]In terms of element shaping,the three core elements(subject,object,community)and the three media elements(rules,tools,division of labor)interact collaboratively to achieve the full flow of public health emergency information.In terms of motivation empowerment,internal motivational pull(random public demand,value co-creation and wisdom integration,risk social responsibility eth-ics)and external situational push(organizational situation,event situation,information situation)jointly shape the driving force of the in-telligence collaboration mechanism.In terms of application meaning,intelligence engineering thinking is the underlying logic of collabora-tive application of public health emergency intelligence.In the three major stages of epidemic development,pilot perception,full support,and comprehensive management represent the value of collaborative application of emergency intelligence.
