The Modi Government's Reform of the National Intelligence System:Priorities,Motivations and Implications
[Research purpose]Since the Modi government came to power,Indian intelligence system has been heavily reformed.With the deepening of the complexity of Sino-Indian relations,grasping the new trend of Indian intelligence system reform is of great signifi-cance,helps to improve the practical decision-making of China.[Research method]Based on official information,news reports,think tank reports and other relevant materials,this paper reviews the focus and progress of the reform of the national intelligence system by the Modi government,and combines relevant intelligence analysis theories with the intelligence practice of the Modi government to analyze the motivation,influence,limitations and enlightenment to China of the Indian intelligence system reform.[Research conclusion]The study finds that the reform of the intelligence system of the Modi government mainly focuses on three aspects:institutional optimization,interna-tional cooperation and improving the level of science and technology,with the purpose of reversing the image of national intelligence,ser-ving security decision-making,and adapting to the"great power strategy".After the reform,the efficiency of the intelligence system of the Modi government has been greatly improved,but it also faces problems such as redundant institutions and insufficient information coor-dination.China should fully absorb the experience and lessons of the Modi government's intelligence system reform,further improve the institutional setup,promote the process of legalization of the intelligence system,and upgrade its international cooperation and scientific and technological level.
