U.S.Outbound Technology Investment Review Policy and China's Response
[Research purpose]Sort out the evolution and mechanism composition of the U.S.outbound technology investment review policy,analyze the future direction of the policy,and provide ideas for China's relevant intelligence response work.[Research method]Using relevant laws,regulations,executive orders and proposed rules as samples,the textual analysis method is used to summarize the bas-ic content and future direction of the U.S.outbound investment review policy,and to propose countermeasures accordingly.[Research conclusion]The U.S.outbound technology investment review policy has evolved through three stages:early deliberation,congressional legislation,and policy implementation.The core content of its review institutions,review procedures,and review scope has become in-creasingly clear.In the future,the United States may further pinpoint the content of the review,scientifically optimize the review process,and establish a multilateral investment review mechanism to improve policy effectiveness.In this regard,it is recommended that China take measures to optimize the intelligence collection mechanism,train intelligence personnel,and cross departmental intelligence cooperation to cope with negative impacts.
