[研究目的]算法是人工智能进步的基石,算法武器化正在改变传统的情报决策模式.针对情报领域的算法武器化机制和实践的全面研究,有助于在人工智能军事化大趋势下,探索维护中国情报安全的政策工具箱.[研究方法]研究综合运用文献梳理与案例分析的方法,探索了算法武器化对大国情报决策体系的变革性影响.[研究结论]算法武器化扩展情报能力的主要表现包括情报信息源的多样化、开源情报地位上升、多模态信息融合、情报流程的复合化等方面.同时,算法武器化进程正在加速重塑大国情报竞合关系,在情报竞争方面主要表现在加强情报威胁监测、支撑秘密行动、加剧战略欺骗和认知诱导等;在情报合作方面主要表现在情报共享一体化,加强情报获取的即时性和流动性,提升情报平台互操作性以及加强情报共同体身份等.
The Weaponization of Algorithms and the Transformation of Intelligence Decision-Making Models for Major Powers
[Research purpose]Algorithm serves as the cornerstone of artificial intelligence advancement,and its weaponization is resha-ping traditional intelligence decision-making processes.A comprehensive exploration of the mechanisms and practices of algorithm milita-rization in the intelligence domain contributes to formulating a policy toolbox for safeguarding China'national intelligence security amid the overarching trend of AI militarization.[Research method]The research comprehensively uses the methods of literature review and case studies to explore the transformative impact of the weaponization of algorithms on the intelligence decision-making system.[Research conclusion]The weaponization of algorithms manifests in diverse intelligence sources,elevated open-source intelligence status,multimo-dal information fusion,and the complexification of intelligence processes.Simultaneously,the weaponization process is rapidly reshaping the relationships among major nations in intelligence.In terms of intelligence competition,there is a focus on strengthening threat monito-ring,supporting covert operations,intensifying strategic deception and inducing cognitive manipulation.Regarding intelligence coopera-tion,the emphasis lies in integrated intelligence sharing,with enhancement in real-time and fluid intelligence acquisition,interoperability of intelligence platforms,and the establishment of an intelligence community identity.
