Research on the International Models and China's Response to the Export Regulation of Navigation Satellite Data
[Research purpose]This study aims to propose an improvement program to address the shortcomings in China's current system by analyzing and drawing insights from the navigation satellite data export systems of representative countries.[Research method]Em-ploying literature analysis and comparative research methods,this study summarizes the regulatory patterns for navigation satellite data ex-port in the United States,European Union,and Russia based on laws,regulations,official announcements and other relevant materials,and presents strategies for China's response.[Research conclusion]The study finds that although China has initially established a more systematic navigation satellite data export system,it still faces challenges such as limited regulatory scope,ambiguous standardization lev-els,and low international influence.Therefore,striking a balance between protecting data security and facilitating data sharing and utiliza-tion,thus prioritizing both data security and convenient flow as the reform's orientation is necessary.To improve China's program for navi-gation satellite data export effectively,the following measures are needed:accelerate the construction of legal frameworks surrounding Bei-Dou system;clarify and explain relevant rules;promote China's concept of governance regarding navigational satellite data.
