[Research purpose]To analyze the security risks of public data opening from the three levels of technology,organization and environment,and explore the governance countermeasures of security risks from the current governance status and dilemma.[Research method]Literature research,case analysis,policy empirical analysis and other methods were used to study the security risks,governance needs and coping strategies of public data opening combined with the theoretical framework of TOE.[Research conclusion]Based on the main issues of open governance of public data,the path for stakeholders to participate in risk governance should be clarified by giving stakeholders data access rights.The technical and operational characteristics of governance tools should be enhanced from the aspects of in-troducing blockchain technology,establishing data assets ledger,and clarifying responsibility mechanism.
