俄罗斯联邦安全局改革实践、内在逻辑与成效评估

[研究目的]俄罗斯联邦安全局是负责俄罗斯国内安全的核心情报机构,明确其改革的实践、逻辑与成效,有助于掌握俄罗斯情报体系的核心特点与最新变化.[研究方法]结合相关历史资料、官方文献和法规文件,将俄罗斯联邦安全局的改革分为与车臣问题有关的首轮改革,以及2014年乌克兰危机后的二轮改革.通过梳理联邦安全局的两轮改革实践,从改革基础、改革动因和改革方式三个方面来总结联邦安全局改革的内在逻辑.[研究结论]总体而言,联邦安全局两轮改革的源动力均来自总统普京;直接动因是国家面临的安全威胁;具体方式主要表现为职能扩展,包括机构整合、权限扩大与技术升级等.虽然联邦安全局改革取得了一定成效,但其情报政治化问题、缺乏系统规划、情报数智化程度不足等问题将限制俄罗斯情报体系的长足发展.
The Practice,Internal Logic and Effectiveness Evaluation of the Reform of the Russian Federal Security Bureau
[Research purpose]As the core intelligence agency responsible for Russia's domestic security,clarifying the practice,logic and effectiveness of its reform will help to understand the core characteristics and latest changes of the Russian intelligence system.[Re-search method]Combining relevant historical data,official documents and regulatory documents,the reform of the Russian Federal Secu-rity Bureau is divided into the first round of reform related to the Chechnya issue,and the second round of reform after the 2014 Ukraine crisis.By sorting out the two rounds of reform practices of the Federal Security Bureau,the internal logic of the Federal Security Bureau's reform is summarized from three aspects:the basis of reform,the motivations for reform and the reform methods.[Research conclusion]Generally speaking,the driving force for the two rounds of reform of the Federal Security Bureau came from President Putin;the direct motivation was the security threat faced by the country;the specific method was mainly reflected in the expansion of functions,including organizational integration,expansion of authority and technology upgrades.Although the reform of the Federal Security Bureau has a-chieved certain results,its intelligence politicization,lack of systematic planning,and insufficient digital intelligence will limit the rapid development of the Russian intelligence system.
