Cognitive Bias Towards China's Internet Comprehensive Governance and Its Motivations:Based on a Survey of American Think Tanks
[Research purpose]Despite the fact that China's Internet comprehensive governance practice has made remarkable achieve-ments,there are cognitive biases in the world.Analysis of the cognitive bias and its causes can provide enlightenment for improving China's Internet comprehensive governance system.[Research method]Based on American think tank research, the study selects representative research samples to analyze the cognitive biases of American think tanks and their motivations from the dimensions of behavior, intention, influence and countermeasures.[Research conclusion]It shows that American think tanks have a systematic cognitive bias. They mistak-enly think that China took improper measures with bad intentions, and brought serious consequences. They regard China as a"dangerous innovator""destroyer of order"and"stealer of interests".They put forward countermeasure strategies, such as confrontation and coopera-tion coexistence, simultaneous construction from both inside and outside, and jointly enhance soft and hard power. These cognitive biases are influenced by international struggles, internet governance,China itself and internal aspects of the think tanks. In this regard,China should make good use of the two means of cognitive game and dialogue and cooperation,so as to tell the story of China's internet compre-hensive governance.
