[研究目的]国际情报合作研究近年来转向拓展研究方法,使用现代案例进行经验总结或预测分析.结合国际关系理论,分析美印情报合作案例,有助于总结国际情报合作的动因和路径,并对未来美印情报合作前景进行思考.[研究方法]基于英国学派的国际社会研究视角,以美印情报合作相关事例为分析案例,综合使用解释学、实证主义等多元方法论,结合对比分析、文本细读方法.[研究结论]英国学派理论适用于情报合作研究,国际情报合作动因是共同的利益、威胁和身份,身份认同使得合作长期化;情报合作路径包括大国、均势、国际法等内容.美印情报合作间的国际法路径,可能促使双方形成长期但不牢固的情报合作关系.
Motives and Paths of International Intelligence Cooperation from an English School Perspective:US-India Intelligence Cooperation as an Example
[Research purpose]In recent years,the study of international intelligence cooperation has turned to expanding research meth-ods,using modern cases for experience summary or predictive analysis.With the theory of international relations,the analysis of US-India intelligence cooperation promotes the conclusion of the motives and paths of international intelligence cooperation,and provides thoughts on the prospect of US-India intelligence cooperation.[Research method]Based on the international community perspective of the Eng-lish school,this paper takes US-India intelligence cooperation as an example,comprehensively uses multiple methodologies such as her-meneutics and positivism,combined with comparative analysis and close reading.[Research conclusion]The English school theory is ap-plicable to the study of intelligence cooperation.The motivation of international intelligence cooperation includes common interest,threat and identity,and common identity ensures long-term cooperation.The paths of intelligence cooperation include great powers,balance of power,and international law.The path of international law to US-India intelligence cooperation could lead to a long-term but shaky intel-ligence relationship.
