Intelligence Capabilities of British and American Police Think Tanks:Core Framework and Experience
[Research purpose]Intelligence science provides important theoretical support for think tank research,and the quality of think tank decision-making consulting services depends on the intelligence capabilities of think tanks.Studying the composition of the intelli-gence capabilities of British and American police think tanks and their effective practices can provide experience and reference for the inno-vation of the development of police think tanks in China.[Research method]Taking the core elements and framework of think tank intel-ligence capabilities as the research idea,with the RAND Center for Quality Policing,the National Institute of Police Research,the British Police Foundation,the Center for Evidence-Based Crime Policy at George Mason University,and the Scottish Institute of Policing as the research objects,a systematic text analysis of think tank official data,think tank reports and other relevant materials was conducted to sum-marize the composition,characteristics and manifestations of the intelligence capabilities of British and American police think tanks.[Re-search conclusion]The intelligence capabilities of British and American police think tanks include five aspects:the ability to perceive in-telligence that combines reality and foresight,the ability to collect comprehensive information systematically,the ability to analyze data ac-curately and sensitively,the ability to perceive intelligence that combines critical thinking and innovative spirit,and the ability to produce strategic outputs for service recipients.Specifically,this is reflected in the diverse sources and wide range of topics selected by police think tanks in the UK and the US;Multiple sources of information and fast updates to the information database;Strict and standardized informa-tion screening,and the use of scientific and efficient research methods;The research team is professional,reliable,and has a consistent quality control mechanism;The output content is easy to understand,the product forms are diverse,and the communication channels are diverse.
