Study on the Role of Military Think Tank of U.S.Department of Defense in Major Country Competition:A Case Study of the Office of Net Assessment
[Research purpose]By studying the development of the Office of Net Assessment(ONA),a think tank of the U.S.Depart-ment of Defense,reviewing its practices and roles in major country competition for the United States and analyzing its decline after the res-ignation of Andrew Marshall,the first Director of the ONA,the research provides a critical reference for the construction of Chinese high-end military think tanks.[Research method]This paper combs through the development of the ONA,summarizes its major measures and explores its role in the major country competition for the U.S.[Research conclusion]Major practices of the ONA can be summarized as the following 5 aspects,seizing strategic opportunities through being in the rivals shoes,arousing strategic thinking through raising ques-tions,improving strategic decision-making ability through all-round assessment,maintaining strategic focus through independent evalua-tion,shaping favorable strategic situation via intelligence privilege.Roles of the ONA for the U.S.in major country competition can be concluded as the following 4 aspects,organizing net assessment on the national level,acting as staff member for the Secretary of Defense,helping the U.S.win the long-term strategic competition and promoting the Revolution in the Military Affairs of the U.S.armed forces.Its decline involves 3 aspects:degradation of the Net Assessment products,broken trust from the Secretary of Defense and inability to maintain its intelligence privilege.
